การพัฒนาระบบสารสนเทศเพื่อการจัดการด้านวิจัยของสถาบันวิจัยและพัฒนาชายแดนใต้ มหาวิทยาลัยราชภัฏยะลา

Abstract

งานวิจัยและพัฒนานี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ระบบงานเดิมและรวบรวมความต้องการของผู้มีส่วนร่วมเกี่ยวกับสารสนเทศด้านวิจัย 2) พัฒนาระบบสารสนเทศเพื่อการจัดการด้านวิจัย และ 3) ประเมินประสิทธิภาพและประสิทธิผลของระบบสารสนเทศเพื่อการจัดการด้านวิจัย โดยกลุ่มผู้ทรงคุณวุฒิด้านเทคโนโลยีสารสนเทศประเมินประสิทธิภาพ และกลุ่มเป้าหมายที่เป็นบุคลากรที่ไดรับจัดสรรทุนวิจัย ประเมินประสิทธิผล การดำเนินการมี 6 ขั้นตอนดังนี้ 1) ประชุมกลุ่มย่อยเพื่อรวบรวมความต้องการ 2) จัดทำแผนผังแสดงการทำงานของระบบสารสนเทศเพื่อการจัดการด้านวิจัย 3) พัฒนาระบบสารสนเทศเพื่อการจัดการด้านวิจัย 4) พัฒนาเครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมินประสิทธิภาพ แบบประเมินประสิทธิผล 5) ติดตั้งระบบและฝึกอบรม และ 6) ประเมินประสิทธิภาพและประสิทธิผลของระบบ ผลการวิจัยพบว่า 1) การรวบรวมข้อมูล การรายงานผลข้อมูล และการจัดเก็บข้อมูลด้านวิจัย ใช้วิธีการแบบดั้งเดิมโดยบันทึกข้อมูลในเอกสาร 2) ระบบสารสนเทศเพื่อการจัดการด้านวิจัยมีส่วนประกอบในการทำงานของระบบ ได้แก่ การเสนอทุนวิจัย การเสนอโครงการเพื่อขอทุนวิจัย การจัดทำสัญญา การส่งรายงานวิจัยและการส่งผลงานเผยแพร่ 3) ระบบสารสนเทศเพื่อการจัดการด้านวิจัย มีประสิทธิภาพในระดับมากที่สุด มีค่าเฉลี่ย 4.30 ค่าเบี่ยงเบนมาตรฐาน 0.670 ประเมินจากความถูกต้องการทำงานตรงตามความต้องการของผู้ใช้ ความถูกต้องตามฟังก์ชั่นงานของระบบ ความง่ายในการใช้งาน การรักษาความปลอดภัย และมีประสิทธิผลในระดับมากที่สุด มีค่าเฉลี่ย 4.28 ค่าเบี่ยงเบนมาตรฐาน 0.609 ประเมินจากคุณภาพสารสนเทศ คุณภาพระบบ คุณภาพการบริการและความพึงพอใจ

This research and development aims 1) to analyze the previous system and collect the needs of information system for conducting research; 2) to develop the information system for research management; and 3) to evaluate the efficiency and effectiveness of information system for research management. The information technology experts will evaluate on efficiency, while the staffs, who have been granted for research scholarship, will evaluate on effectiveness. This research is conducted through 6 steps including 1) focus group meeting to collect the needs; 2) creating a diagram on the operation of information system for research management; 3) developing the information system for research management; 4) developing the tools to be used for conducting research which are evaluation forms of efficiency and effectiveness; 5) installing the system and conducting trainings; and 6) evaluating the efficiency and effectiveness of information system. The result of the research indicates that 1) data collection, report and storage use the traditional system by recording data manually; 2) the information system for conducting research composed of several features such as proposal of research fund and project, contract making and research submission; and 3) the information system shows the highest level of efficiency with average score of 4.30, standard deviation score is 0.670. It is evaluated in terms of accuracy of user requirement, functional system, friendliness of the system and security. Moreover, its highest score of effectiveness is 4.28, with standard deviation score of 0.609. This is evaluated from quality of information, system, service, and satisfaction.
